Urban growth creates value, but the central question is who captures it. This CTD case study examines the land value uplift generated by planning decisions in Celomestské centrum Petržalka and compares it with the public value captured by Bratislava. It shows why the city needs a transparent, value-based framework to finance infrastructure, public space and affordable housing from the value its own decisions create.
