Bratislava Land Value Forum
An institutional platform led by the Centre for Territorial Development for applied research, policy dialogue and capacity building in the fields of land value, public benefit and urban planning reform.
The mission of the platform is to support planning reform in Bratislava through the principles of land value capture, public value and evidence-based land policy. It connects local urban challenges with international knowledge, public institutions, municipalities, universities, experts and partners — so that value created by public decisions can be transparently measured, fairly captured and reinvested into public benefit.
Land Economics and Urban Development Rules
Bratislava Land Value Forum creates a space where knowledge about land value, public investment, and urban planning is translated into practical tools for public policy. The platform connects analytical work with decision-making, so that public value becomes part of rules, methodologies, and institutional practice — not only a subject of expert debate.
At its core are applied research, policy dialogue, knowledge transfer and capacity building. The platform works with case studies, expert papers, methodological outputs, working meetings, and partnership formats that help cities and city districts better understand the economics of land and its implications for the public interest.
The platform is designed for municipalities, public institutions, universities, research organisations, experts, and partners who bring independent knowledge to the development of public policy. Its ambition is to build a knowledge and institutional framework that helps Bratislava and other cities make more strategic, transparent, and better-justified decisions about urban development.
Why Land Value Matters
Urban planning does not only determine where development can take place. It also shapes where value is created, who benefits from it and how much of that value returns to the public.
Changes in land use, development intensity, accessibility and public infrastructure can significantly alter land values and the development potential of urban areas. These values are often created not only by private investment, but also by public decisions, planning frameworks and public investment in infrastructure.
For Bratislava, the challenge is to develop rules that can transparently measure the value created by public decisions, fairly capture part of it and turn it into public infrastructure, affordable housing, quality public spaces and a higher quality of urban life.
Mission of the Platform
Bratislava Land Value Forum is built around a simple but fundamental question: how can a city turn the value of its growth into public benefit?
The mission of the platform is to support planning reform in Bratislava through the principles of land value capture, public value and evidence-based land policy. The platform focuses on developing rules, methodologies, legal frameworks, regulatory tools and institutional capacities that can better connect decisions about urban development with the value those decisions create.
Its purpose is not only to open an expert debate, but to gradually create the conditions for a new planning framework in which value generated by public decisions is measured, captured and reinvested into infrastructure, affordable housing, public spaces and quality of life.
From Research to Reform
Bratislava Land Value Forum works with a mission-oriented approach: it connects research, public institutions, municipalities, universities and expert partners around a concrete reform mission. The aim is not to produce knowledge outside decision-making, but to translate it into methods, rules and capacities that can be used in practice.
The platform follows five connected steps: it builds an evidence base on land value and public decisions, opens structured policy dialogue among key actors, develops methodological tools, formulates policy and legislative recommendations and supports the institutional capacities needed for their implementation.

Call for Partnerships
Bratislava Land Value Forum is open to institutions and partners that want to contribute to the development of modern public policy in the fields of land value, urban planning and public benefit.
The platform invites city districts, municipalities, public institutions, universities, research organisations, professional organisations and strategic partners interested in applied research, policy dialogue, methodological work, knowledge transfer and the development of institutional capacities.
Bratislava Land Value Forum is being developed as a membership- and partnership-based institutional platform. Partnership may take the form of expert, research, programme or strategic involvement. Members and partners who benefit from the platform’s outputs, capacities and programme activities are expected to provide appropriate support for its development, depending on the type of involvement, scope of cooperation and expected outputs.
The platform is intended for actors whose participation strengthens independent public policy development, research, methodology or the institutional capacity of public authorities. It is not designed as a space for advancing specific real estate development or commercial interests. For this reason, the platform assesses the professional relevance, public value and potential conflict of interest of each partnership.
